This bill amends New York criminal procedure law to grant limited peace officer status to security officers employed by Highland Hospital. The officers receive arrest, detention, and transport powers on hospital grounds and in narrow off-site situations, but may not carry firearms without a separate license. The change expands law enforcement authority to private hospital security personnel.

The governor or the President signs the bill, vetoes it, or lets it become law without a signature. A legislature can also override a veto and enact the bill anyway.
