The bill amends NY criminal procedure law to grant limited peace officer status to security officers at three specific hospitals/medical centers in the Syracuse area. Officers may detain suspects for a reasonable time based on probable cause and transport arrested individuals when local police are unavailable, but they are prohibited from carrying firearms without a separate license. Powers are restricted to hospital grounds or when requested by local law enforcement.

The governor or the President signs the bill, vetoes it, or lets it become law without a signature. A legislature can also override a veto and enact the bill anyway.
