This bill grants Christine Fernandez retroactive Tier IV membership in the New York State and Local Employees' Retirement System, changing her membership date to her original 1986 SUNY Buffalo employment. It treats her current Tier VI status as an error and provides Tier IV benefits without refunding prior contributions. The state of New York must pay all past service costs, estimated at a one-time $29,400 plus ongoing annual contribution increases of about $11,000.
