The Ronald Reagan Peace Through Strength Act of 2026 closes loopholes in the ban on Russian energy imports by prohibiting the Office of Foreign Assets Control from issuing waivers or general licenses for Russian oil, petroleum products, or diesel, nullifies an existing general license, bars related Treasury expenditures, and mandates uninterrupted U.S. intelligence support to Ukraine specifically for defending or retaking territory from Russia.
